The application should be able to give a very strong argument stating why he should be given the visa to the UK and he should also give all the missing documents if that was the reason for refusal of visa in the first place.

The applicant should submit the review application to the UK Home Office before the deadline ends. The deadline for the applicant outside the UK is 28 days and if the applicant is in the UK then he has 14 days to submit the application for visa refusal appeal. The Home Office has the authority to reject the review application if the deadline is not met but if the applicant gives a valid reason for the delay then his application will be accepted for further investigation. 

You should make sure that the review application for the visa refusal should be in a way that it leaves a strong impact on the UK Home Office and they are compelled to change the first decision of visa refusal.

Appeal Against Refusal of Spouse Visa 

When the visa application of the spouse visa is rejected then the appeal can be made against the refusal of visa. An appeal can be filed by the appellant to First-Tier Tribunal UK against the refusal of the spouse visa for his wife or for his husband. 

If the applicant is in the UK then the deadline to appeal against the refusal of the visa is 14 days and if the applicant is outside the UK then he/she has 28 days to appeal against the visa refusal.
